The Kultusministerkonferenz (KMK) unites the ministers and senators of the Länder responsible for education, higher education and research as well as cultural affairs. It is based on an agreement between the Länder.

The Diploma Supplement has been introduced in the year 2000 by corresponding decisions of the Conference of Ministers of Education and Cultural Affairs (KMK) and by the Rectors’ Conference (HRK). Since 1 January 2005 all students automatically reiceive the Diploma Supplement in English at no charge. The German Diploma Supplement follows the template recommended by the UNESCO/Council of Europe/European Commission Working Group.

To study at a HEI in Germany, an entrance qualification is needed. In principle, the school leaving qualifications giving access to higher education in Germany are:

• General Higher Education Entrance Qualification (Allgemeine Hochschulreife, also known as Abitur) entitles the holder to study any programme at any higher education institution in Germany
• Subject-specific higher education entrance (Fachgebundene Hochschulreife) qualification entitles the holder to study particular subjects
• Entrance qualification for universities of applied sciences (Fachhochschulreife) entitles holder to study at a university of applied sciences (Fachhochschule) or equivalent subjects at other higher education institutions
